The respective Chief Engineers of the then provinces were made responsible for compilation of Accounts and control over expenditure incurred by the disbursing officers. Utkal Diwas, celebrated annually on the 1st of April, marks a historic milestone in India’s administrative and cultural history. On this day in 1936, Odisha (formerly Orissa) became the first state to be formed on a linguistic basis, fulfilling the long-cherished dreams of legendary leaders like Madhusudan Das and Maharaja Krushna Chandra Gajapati. Beyond its political significance, the day is a vibrant tribute to the state’s magnificent heritage—from the soul-stirring rhythms of Odissi dance and the intricate beauty of filigree work to the architectural grandeur of the Konark Sun Temple. It is a day when Odias across the globe unite to honor their resilient spirit, rich language, and the timeless “Spirit of Utkal.”
