The respective Chief Engineers of the then provinces were made responsible for compilation of Accounts and control over expenditure incurred by the disbursing officers. During the year 1860, it was felt that Chief Engineers were not able to manage the accounts and this responsibility was taken back them. During the year 1889 a committee was set up by the Govt. P.W. Accounts, which stressed the need for having a properly trained accountant in the office of every Executive Engineer.

Maha Vishuba Sankranti is a notable day of celebration in Odisha because it marks the commemoration of the state’s new year. Also referred to as Pana Sankranti or Mesha Sankranti, this is celebrated on the very first day of the month of Mesha in the traditional Hindu solar calendar. There is a correlation of the month of Mesha and the lunar month of Baisakh. According to Gregorian calendars, this is celebrated usually on the 13th and 14th of April.
During this day, it is customary for people to visit temples and purify themselves in sacred rivers. The Bel Pana drink containing pulp of wood apple and various spices, jaggery and coconut, is served and place well during this occasion. In addition to drinking, people also make spruce up their homes and throw in some decorations in greeting to the brand-new year.
